An Artistic 3D Masterpiece Drawn on the Sidewalk in Town

I am amazed at artists.  How do they see this in their mind?  And once they see a picture like this in their mind how do they recreate in on a flat surface to appear 3D?    Ok what’s the trick here artists?  How is this done?
