Kivela Includes Bill In Legislative Package To Financially Aid City Of Detroit

    Marquette, MI – (Great Lakes Radio News) – 109th District State Representative John Kivela has included a bill in a package that would provide $195 million to help Detroit transition out of bankruptcy and require oversight of the city’s finances.

    The Marquette Democrat called in to The SUNNY Morning Show with Walt & Mike today for an exclusive interview to explain the bill and why he supports the effort to aid the City of Detroit.

    The Republican-led chamber approved the 11-bill legislation on a bipartisan vote yesterday, adding the state’s money to $466 million committed by several foundations to the effort.

    The legislation creates a nine-member commission to oversee the city’s finances for at least 13 years.

    Kivela says his bill requires a Chief Financial Officer be appointed by the mayor, subject to the approval of the state oversight commission.

    Kivela bill adds the CFO would supervise the city’s financial and budget activities and requires Detroit to use generally accepted accounting practices, and adopt budget processes similar to the state’s, which are intended to avoid overspending.

    Kivela’s bill passed 105 to 5.
